Mandatates
The Undersecretary of State to the Presidency of the Council of Ministers, Luigi Sbarra, is entrusted with exercising functions of coordination, guidance, promotion of initiatives—including legislative ones—oversight and verification, as well as any other function assigned by current regulations to the President of the Council of Ministers or to the delegated political authority in matters concerning policies for the South.
Specifically, the Undersecretary is delegated to:

Promote and coordinate strategies, policies, interventions, and initiatives of the Ministries concerning Southern policies, including through a dedicated Steering Committee established for this purpose.

Participate in permanent institutional working groups implementing institutional development contracts related to territories in Southern regions.

Participate in the permanent institutional working group for the Taranto area pursuant to Article 5 of Decree-Law No. 1 of January 5, 2015, converted with amendments by Law No. 20 of March 4, 2015, and coordinate intervention programs aimed at overcoming the socio-economic and environmental crisis in that area.

Promote and oversee coordination among competent administrations for all initiatives useful to implementing Article 22 on infrastructure equalization, as set out in Law No. 42 of May 5, 2009, titled “Delegation to the Government on Fiscal Federalism, implementing Article 119 of the Constitution.”

Co-chair, alongside the delegated political authority for territorial cohesion policies, the Steering Committee referred to in Article 33, paragraph 13, of Decree-Law No. 133 of September 12, 2014, titled “Urgent measures for the opening of construction sites, implementation of public works, digitalization of the country, bureaucratic simplification, hydrogeological emergency, and the recovery of productive activities,” converted with amendments by Law No. 164 of November 11, 2014.

Promote and coordinate the establishment and implementation of the Special Economic Zone for the South (“Unified SEZ”) pursuant to Article 9 of Decree-Law No. 124 of September 19, 2023.

Exercise functions under Decree-Law No. 91 of June 20, 2017, titled “Urgent provisions for economic growth in the South.”

Promote and coordinate the use of resources referred to in Article 33, paragraph 3, of Decree-Law No. 60 of May 7, 2024, for investments in industrial, productive, and artisanal areas located in municipalities with populations over 5,000 inhabitants, in line with the strategic plan of the Unified SEZ under Article 11 of Decree-Law No. 124 of September 19, 2023. These investments aim to improve road infrastructure, public services, and their quality, as outlined in CIPESS Resolution No. 81 of November 29, 2024, published in the Official Gazette No. 56 of March 8, 2025.
Additional delegated functions include:

Acquiring agreements and approvals under the jurisdiction of the Presidency of the Council of Ministers, necessary for initiatives—including legislative ones—of other administrations.

Coordinating among administrations and bodies operating in the areas covered by this decree.

Appointing experts and consultants, establishing study bodies, commissions, committees, and working groups, and designating representatives of the Presidency of the Council of Ministers to bodies operating within other administrations or institutions.
Further responsibilities:
The Undersecretary assists the President of the Council of Ministers in exercising appointment powers concerning national entities, institutes, or companies under the jurisdiction of the state administration, pursuant to Article 3, paragraph 1, of Law No. 400 of August 23, 1988.
