Single Authorization

The Single Authorization (Autorizzazione Unica), as outlined in Articles 14 and 15 of Decree-Law No. 124 of 2023, as amended by Law No. 162 of 13 November 2023, serves as an administrative simplification tool. The Single Authorization process, as shaped by the regulatory framework, requires the issuance of two or more necessary permits for an investment project. Therefore, the S.U.D. ZES portal is not competent to process applications concerning a single permit and, consequently, a single procedure. 

As an example, reference can be made to the clarification provided on the Environmental Unified Authorization (AUA) in FAQ No. 7:

"The issuance of the Environmental Unified Authorization (AUA) is subject to a specific administrative process under D.P.R. 59/2013. Only in cases where, among the various authorisations, concessions, or licences required for a project or initiative, the Environmental Unified Authorization is included, its acquisition from the competent authority will fall within the scope of the unified procedure set out in Articles 14 and 15, paragraph 4(a) of Decree-Law No. 124/2023, as a sub-process.".

Regarding projects subject to SCIA (Certified Start of Activity Notification), SCIA Unica and Conditional SCIA, as per Articles 19 and 19-bis of Law No. 241 of 7 August 1990, and those for which no permit is required, these do not fall under the jurisdiction of the ZES Mission Structure, as they are not eligible—by their nature—to activate the administration’s authorisation power and are expressly excluded from the regulatory framework.

As a result, when submitting a Single Authorization application, it is the applicant’s responsibility to:

  • Provide comprehensive and complete documentation to be attached to the application;

  • Specify the necessary permits for the investment project, which will be included in the Single Authorization decision, as well as the competent authorities that will be involved in the Conference of Services;

  • Attach a business plan to the application, highlighting, among other aspects, the characteristics of the proposed projects and their employment impact.

Projects within the following sectors and technologies, as identified in the ZES Strategic Plan (pursuant to Article 11, paragraph 1, of Decree-Law No. 124 of 2023), may access the simplified Unified Authorization framework:
